Both! It was designed to save you in a pinch, when your players decide to go someplace you didn't prepare. However, it's also a great tool to create towns and villages completely from scratch, before your campaign. That's why we created the Town Ledger, which allows you to note exactly how each town, shop and NPC looks like, or what your players did when they visited. It's a notebook that allows you to keep track of everything during your session or prepare everything in advance.
The loot tables are made to fit a regular town location. Be it the sewers, the tavern, the docks or the market, each loot table has both valuable and worthless items. The loot table on the DM screen however, is scalable by loot type. You can roll for commoner loot, adventurer loot or epic loot.
It includes both (and more!). You get modular templates for village layouts, place descriptions, points of interest, quest hooks, tavern games, guild jobs and so much more depending on the location. Each location is also accompanied with mix and match NPCs that really feel like they belong in that location. Their descriptions, desires, curiosities and even voices, are made specifically to fit the location your players might find them at.
For the most part, yes. Some elements like weapon stats, potion descriptions and magic items have been created for 5E. However, 80% of the book focuses on the narrative architecture and sensory details rather than mechanical stat blocks, which is why some people even use it for writing novels, designing video game sets or simply as an inspiration tool!
